Excludes a function from OSR exit fuzzing.

OSR exit fuzzing is a JavaScriptCore testing mode, enabled with the BUN_JSC_useOSRExitFuzz=1 environment variable, in which optimized code randomly bails out ("OSR exits") to the baseline tier in order to test that bailing out is always correct. Has no effect unless fuzzing is enabled, and does nothing if func is not a JavaScript function.
